New Delhi : Peace efforts in the Northeast, including political dialogue, rehabilitation of insurgent cadres and development initiatives, have been highlighted by the Union Cabinet as an important part of Prime Minister Narendra Modi’s approach to national security and governance.

The Cabinet on Tuesday passed a resolution congratulating Modi on completing 25 years of continuous leadership as head of government. The resolution listed peace efforts in the Northeast among the key elements of his broader record on security, alongside measures to tackle Left Wing Extremism and other forms of violence.

According to the resolution, the government’s approach to insurgency in the Northeast has combined security measures with negotiations, rehabilitation and development, reflecting an effort to address conflicts that have persisted in parts of the region for decades.

The Cabinet said the strategy has increasingly moved beyond a purely security-focused response, with political dialogue and peace agreements being accompanied by efforts to improve connectivity, public services and economic opportunities. The resolution linked improvements in the security situation with development, arguing that greater stability can create conditions for investment and strengthen public confidence.

Connectivity has also been identified as a major component of the government’s Northeast strategy, with infrastructure projects aimed at improving the movement of people and goods and integrating the region more closely with the national economy.

The Cabinet’s resolution placed these efforts within a wider national security framework, under which the government has sought to address violence while pursuing longer-term political and developmental solutions. The resolution also highlighted the role of dialogue and rehabilitation in addressing insurgency, saying negotiations with armed groups were aimed at finding lasting political solutions to longstanding conflicts.

The Cabinet’s assessment comes as the government marks Modi’s 25 years as head of government, beginning with his tenure as Gujarat Chief Minister in October 2001 and followed by his tenure as Prime Minister since 2014.

Beyond security, the resolution cited reforms such as the Goods and Services Tax, changes in welfare delivery and the replacement of colonial-era laws as examples of major policy initiatives during Modi’s tenure. It also referred to campaigns promoting cleanliness, digital payments and local products as efforts aimed at encouraging public participation in governance and reform.

The Cabinet resolution ultimately presents peace, development and connectivity in the Northeast as interconnected elements of the government’s broader approach to national security and regional development.
