Aizawl: Mizoram Governor Vijay Kumar Singh on March 3 administered the oath of office to Dr Lalzirmawia Chhangte, IAS (Retd.), as the State Information Commissioner under the Mizoram State Information Commission at a ceremony held at the Durbar Hall of Lok Bhavan.
During the swearing-in ceremony, Chief Secretary Khilli Ram Meena read out the official notification announcing the appointment of Dr Chhangte as State Information Commissioner. Governor Singh then administered the oath, formally inducting him into the Mizoram State Information Commission.
The ceremony was attended by Mizoram Chief Minister Lalduhoma, Speaker Lalbiakzama, Environment, Forest and Climate Change Minister Lalthansanga, Agriculture Minister PC Vanlalruata, Information, Public Relations, Printing and Stationery Minister B. Lalchhanzova, along with several other dignitaries and officials.

Dr. Lalzirmawia Chhangte hails from Tarpho village in Hnathial district of Mizoram. He holds a B.A. (Hons.) in Education and an LL.B from North Eastern Hill University, an M.A. in Public Administration from Himachal Pradesh University, and a Bachelor of Christian Studies as well as a Doctor of Ministry degree from Serampore College. In 2023, he earned a Ph.D in Public Administration from Mizoram University.
He joined the Mizoram Civil Service on May 30, 1991, and was later inducted into the Indian Administrative Service on December 3, 2019, under the AGMUT Cadre (2009 batch).
During his administrative career, Dr Chhangte served as Deputy Commissioner of Serchhip and held several key posts as Secretary in different departments of the Mizoram government. After his promotion to Commissioner rank, he served as Commissioner and Secretary in the Excise and Narcotics Department and later in the Commerce and Industries Department before retiring on August 31, 2025.
He also participated in several prestigious foreign training programmes sponsored by the Department of Personnel and Training during his service.
Dr. Chhangte currently resides with his family at PWD Tlang, Ramhlun Venglai in Aizawl.
