New Rest Shelters to Benefit Cachar’s Tea Workers

DC Mridul Yadav reviews land availability, stresses quality and timely rollout of Assam govt’s CSAY scheme

Silchar : In a step aimed at improving the living conditions of tea garden communities, the Cachar district administration has accelerated the rollout of the Cha Shramik Aashray Yojana (CSAY)—a flagship initiative of the Assam government’s Tea Tribes and Adivasi Welfare Department. The scheme provides rest shelters with toilets in tea estates to address a long-standing demand of tea workers.

On Tuesday, District Commissioner Mridul Yadav, IAS, chaired a review meeting at the DC’s office to take stock of progress. The meeting, attended by Assistant Commissioners Neihat Haolai, ACS, Bonnykha Chetia, ACS, Silchar Sadar Circle Officer Arunjyoti Das, ALRS, and Udharbond Circle Officer Rituraj Bordoloi, ALRS, focused on identifying suitable land in tea estates and removing administrative hurdles to ensure swift implementation.

Underscoring the importance of the scheme, DC Yadav said, “The government has designed CSAY to directly improve the daily lives of tea workers. The Cachar administration is committed to implementing it swiftly and transparently, while keeping close watch on every stage to ensure both quality and timeliness.”

Each CSAY rest shelter will cost Rs 5.16 lakh. The number of shelters sanctioned depends on estate size—one for estates up to 500 hectares, two for those between 500–700 hectares, and three for estates above 700 hectares. Equipped with toilets, these facilities will provide hygienic and safe resting spaces for tea workers, bridging a major gap in welfare infrastructure.

To smoothen execution, the administration is forming construction committees and finalising bank account details for direct fund transfers from the state government. Officials expressed confidence that with this proactive approach, Cachar could become one of the first districts to show visible results under CSAY.

Tea cultivation is central to Cachar’s economy, sustaining thousands of families across the district. Officials believe the initiative will not only improve worker amenities but also reinforce Cachar’s role as an important tea-producing hub of Assam.

With strong monitoring and hands-on supervision by the administration, the CSAY rollout in Cachar is expected to stand as a model of grassroots welfare—translating government policy into meaningful change for the tea community.
