Unregistered clinics, labs, and doctor chambers to face action

Silchar: The Cachar District Administration, in coordination with the District Health Society, has issued a strict directive to all private healthcare facilities to register under the Clinical Establishments (Registration and Regulation) Act, 2010 within 15 days.

The move aims to ensure transparency, accountability, and basic quality standards across private healthcare services in the district. The Act, enforced in Assam since December 10, 2015, makes registration mandatory for every clinical establishment operating in the state. Non-compliance can lead to penalties ranging from Rs 50,000 to Rs 5 lakh, depending on the severity of the violation.

Officials have noted that several private hospitals, nursing homes, diagnostic centres, pathological labs, and doctor chambers continue to operate without valid registration—despite repeated notices from the health department.

The latest order from the office of the Joint Director of Health Services, Cachar, clarifies that all private health facilities—whether operating from residential or commercial spaces, including pharmacies with doctor chambers and dental clinics—must complete registration immediately.

The directive also applies to all systems of medicine, including Allopathic (Medical and Dental) and AYUSH disciplines such as Ayurveda, Unani, Siddha, Homoeopathy, Yoga, Naturopathy, and Sowa Rigpa.

Joint Director of Health Services, Cachar, Dr. Shibananda Roy, said the registration process is essential to ensure every healthcare unit meets minimum standards for infrastructure, equipment, and manpower.
“This is a reform-driven initiative, not a punitive one,” Dr. Roy said. “Our goal is to safeguard patient rights and bring uniformity in healthcare delivery across the district.”

The District Administration and Health Department have also warned that inspection drives will begin after the 15-day deadline. Any establishment found operating without registration will face penal action under the Act.

The administration has appealed to all private healthcare providers to cooperate, complete the registration process within the timeframe, and help build a more transparent and accountable healthcare system in Cachar.
