The Suspension of Operations (SoO) agreement was executed by the then Chief Minister of Manipur, Okram Ibobi Singh of the Indian National Congress, with Thangleinpao, President of the Zomi Revolutionary Army (ZRA), a Myanmar national. Thangleinpao originates from Pangmual village in Chin State, Myanmar. He participated in the Myanmar General Election as a candidate of the Zomi National Congress (ZNC) and secured a victory.

The foreign nationality of Thangleinpao was officially communicated to the Ministry of Home Affairs in a report submitted by the government of former Chief Minister, Shri N Biren Singh on August 26, 2019, exposing the truth that Thangleinpao is not a citizen of India.

The authorization for a foreign national to enter into the SoO agreement in India was granted solely due to his position as a leader of an insurgent group. Such reckless policies, implemented by the Congress, are increasingly coming under public scrutiny. In order to move forward, we must hold the ones responsible for these past mistakes accountable for their actions.
