Second time it has happened: my name appeared in the ballot list but the question was later on removed. Is it wrong, or a prohibited issue pertaining to “national security”, to ask about schemes, if there’s any, that the Government of India has for the internally displaced persons (IDPs) in Manipur? Do we take these omissions as trivial matters? The question and answer session in parliament is part of the legislative oversight function.
It’s a privilege of the legislator. And for a state which is under the President’s Rule, asking questions on issues related to the administration and government of the state is dismissed as “state subject”! When the matter is convenient, the answer is given and when it is not, it is simply dismissed as “state subject”! Parliamentary democracy in this country gets subverted in many ways; an electoral institution is not the only one! The way the House functions speaks volumes…
