Tinsukia: In an unconventional move to improve civic discipline, the Tinsukia Municipal Board in Assam has launched a “Hall of Shame” campaign by displaying CCTV footage of people allegedly urinating in public and littering on LED screens across the town.

As part of the initiative, surveillance cameras installed at key locations capture individuals who are allegedly violating cleanliness norms. Instead of advertisements or public awareness messages, roadside LED displays now show clips of people seen urinating in public places or dumping waste in prohibited areas.
Municipal officials said the campaign is intended to promote accountability and discourage public nuisance by encouraging residents to follow basic sanitation and cleanliness rules. They believe that publicly displaying such violations will act as a strong deterrent against repeat offences and help improve civic behaviour.
The initiative has attracted significant attention on social media, with many users describing it as a bold and innovative way to enforce cleanliness. However, others have expressed concerns over privacy and questioned whether publicly shaming alleged offenders is an appropriate method of ensuring compliance with civic regulations.
The campaign has sparked a wider debate on balancing effective civic enforcement with individual privacy rights.
