Haflong : Chief Executive Member of Dima Hasao Autonomous Council Debolal Gorlosa who is also in-charge of Finance Affairs of the Council presented before the house detail budget estimates and expenditure for the financial year 2023-24 at the Council Secretariats, Haflong.

This is the 14th (243th) Budget Session of the 12th Dima Hasao Autonomous Council (DHAC) called by the Chairperson of the Council.  CEM Gorlosa delightfully informed the house, that the Assam Government will henceforth transfer the entitlements grants under single Head of Accounts to the Dima Hasao Autonomous Council (DHAC). With this the state government has enhanced discretionary power of Chief Executive Member of the councils of the sixth schedule areas of Assam. 

The proposed estimate of revenue receipt from council and govt. grants is Rs.1046.9977 cr including grant-in-aid to be received from the Govt. Total Proposed expenditure amount is Rs. 1187.6279 cr, thus budget closing deficit will stand to the tune of Rs. 140.6302 cr.

CEM Debolal Gorlosa informed that augmentation of own revenue by exploring all the sources of revenue such as taxation, revenue and forest dept etc. royalty from coal and lime stone will help to increase the council revenue this year.

He further informed that the Govt. of Assam has made a provision for Rs. 22.00 cr for payment of pending salary and gratuities of Dima Hasao Autonomous Council employees as grant-in-aid General (Salary) under EE and Rs.12.00 cr for payment of salary of Class-I and Class-II employees of council as grant-in-aid General (Salary) under SOPD-ODS and also made a provision for Rs.125.00 cr as special grants to Dima Hasao Autonomous Council as grant-in-aid General (Non-Salary) for the financial year 2023-2024.

 Budget was accepted after a healthy discussion at the house and thus passed as declared by the Chairperson Ranu Langthasa after which she adjourned sine die and concluded.
