Imphal: Manipur Chief Minister Yumnam Khemchand Singh on Monday unveiled a policy roadmap aimed at transforming the Northeast’s agricultural sector as part of a broader vision to build a $1.3 trillion regional economy by 2047.

Titled “Agricultural Extension Innovations for Achieving a US $1.3 Trillion North East India Economy @ 2047 (Shillong Declaration),” the document outlines a future-oriented strategy to modernise agriculture through innovation, research and entrepreneurship. The policy was released at an event in Imphal, according to an official statement.

Highlighting the centrality of agriculture to the region, the Chief Minister noted that more than 50 per cent of the population is engaged in the sector, underlining the need for sustained policy attention and investment.

He stressed the role of innovation and entrepreneurship in unlocking the sector’s potential, particularly by integrating young people into agri-based startups and linking them to real-world challenges and market opportunities.

Singh said the government, in consultation with the state’s Planning Department, will explore measures to maximise benefits from agriculture for the youth, especially within the emerging startup ecosystem.

Describing agriculture as a critical concern at both the state and national levels, he called for continued focus and support to strengthen the sector.

The Chief Minister also emphasised that the Northeast holds significant promise to emerge as a hub for high-value and sustainable agriculture, driven by innovation, research and youth-led initiatives, positioning the region as a key contributor to India’s long-term economic growth trajectory.
