Imphal : Senior IPS officer Mukesh Singh arrived in Imphal on Saturday to assume charge as the new Director General of Police (DGP) of Manipur, bringing with him nearly three decades of experience in counter-insurgency, counter-terrorism and internal security operations.
Singh was received at Imphal International Airport by Imphal West Superintendent of Police Shivkanta Singh. He succeeds Rajiv Singh, who has been appointed Secretary (Security) in the Cabinet Secretariat by the Central government.
The Ministry of Home Affairs recently approved Mukesh Singh’s inter-cadre deputation to Manipur for a three-year tenure in public interest. Prior to his transfer, the 1996-batch IPS officer of the AGMUT cadre was serving as the Director General of Police in Ladakh.
Inter-cadre deputation under the All India Services framework is generally undertaken in exceptional situations where experienced officers are required to address specific administrative or security challenges.
An alumnus of Indian Institute of Technology Delhi with a degree in Civil Engineering, Mukesh Singh is widely recognised for his expertise in counter-insurgency and counter-terrorism operations.
During his career, he has held several key assignments in militancy-affected regions of Jammu and Kashmir, including postings in Pulwama, Poonch, Reasi and Jammu.

He has also served in senior roles within the National Investigation Agency, the Indo-Tibetan Border Police and the Jammu and Kashmir Police, gaining extensive experience in intelligence-led operations, border security and law-enforcement coordination.
His appointment comes at a critical juncture for Manipur, which continues efforts to restore stability following the ethnic violence that erupted in May 2023. Security agencies remain engaged in operations against armed groups, the recovery of illegally held weapons and initiatives aimed at rebuilding confidence among communities affected by the conflict.
Officials expect Mukesh Singh’s experience in handling insurgency, terrorism and complex law-and-order situations to strengthen coordination among security forces and support ongoing efforts to restore peace and normalcy across the state.
His arrival marks a new phase in Manipur’s security administration as the government seeks to address long-standing security challenges and advance the process of reconciliation and stability.
