Warns of Non-Cooperation Over Unrest and “Fail Administration”

IMPHAL | In a scathing press statement issued on June 26, 2026, the Manipur Naga Youth Organisation (MNYO) launched a blistering attack on both the central and state governments, slamming the Chief Minister Y. Khemchand Singh-led BJP administration for what it termed a “fail administration” and an unprecedented inability to expand the state ministry five months after its installation.
Expressing deep concerns over the worsening ethnic, political, and administrative crisis in Manipur, the apex Naga youth body warned that it would launch a full-scale non-cooperation movement and enforce a total boycott across all Naga-inhabited areas if its demands are not immediately met.
Crisis of Governance and Ministry Expansion
The MNYO stated that the current administration will “go down in the history of Manipur electoral politics” for failing to expand the state cabinet five months after taking power—a failure they claim is unheard of in post-independence Indian politics. The organization accused the central government of deserting and neglecting the state while it continues to bleed.
“It is very explicit that the current BJP led governments both at the centre and state fail to understand the complex diverse ethnic dimension of North East India particularly Manipur, and that peace cannot be built upon selective governance, unequal treatment, or political expediency,” the statement read.
Shocking Brutality Against Naga Civilians
The press release highlighted a dramatic escalation of violence against Naga and Thadou civilians, allegedly perpetrated by Kuki militant groups since early February 2026.
The MNYO cited a recent horrific incident at Leilon Vaiphei Kuki village involving the abduction and cold-blooded murder of six innocent Naga men. According to the organization, the victims’ bodies were retrieved mutilated, with missing parts allegedly consumed as meat—an act they condemned as “animalistic savagery.” The MNYO contrasted this with the Nagas’ humanitarian gesture of releasing 14 Kuki detainees on June 10.
Demand to Drop Deputy CM Nemcha Kipgen
At the center of the MNYO’s grievances is the continued political positioning of two BJP legislators who are married to Kuki militant leaders:
- Nemcha Kipgen (Deputy Chief Minister): Wife of Semtinthang Kipgen, the supremo of the Kuki National Front (Presidential) [KNF-P].
- Kimneo Hangshing (Saikul MLA): Wife of David Hangshing, Chairman of the Kuki Revolutionary Army (KRA). The MNYO directly accused the KNF(P) of involvement in the brutal dismemberment and killing of the six Naga men. The youth body demanded that Union Home Minister Amit Shah and Chief Minister Y. Khemchand Singh immediately drop Nemcha Kipgen from the Council of Ministers, arguing that an independent investigation and the arrest of suspects are impossible while she remains at the helm of political power. They also demanded the immediate arrest of the Leilon Vaiphei Kuki village chief, village authority members, and youth and women leaders.
Warning Against “Militarisation” and CRPF Excesses
The MNYO strongly criticized the “irrelevant militarisation on war footing” and singled out the Central Reserve Police Force’s (CRPF) Cobra units. The organization alleged that while actual perpetrators are being given Z-category security during transit, local indigenous populations are being subjected to aggressive combing operations.
Furthermore, the MNYO raised alarms over a unilateral threat by the Director General of the CRPF to shoot suspects without warning, bypassing the authority of the elected civil government. The organization compared the current deployment to the “draconian” Armed Forces Special Powers Act (AFSPA) misadventure of 1958, warning that excessive force would only serve as a breeding ground for further militant nationalism.
Ultimatum to the Chief Minister and Naga Legislators
The youth organization questioned whether Chief Minister Khemchand Singh has become a “mere puppet of the Union Home Ministry.” They asserted that if he is unable or unwilling to discharge his constitutional duties with impartiality, he must resign.
The MNYO also issued a stern call to all elected Naga public representatives, telling them to drop “political calculation,” break their silence, and actively defend the rights of their constituents.
If the government fails to crack down on the perpetrators of the Leilon Vaiphei village massacre and rectify developmental imbalances in Tribal Affairs and Hills resources, the MNYO stated it will initiate a strict non-cooperation movement targeting the Central Armed Police Forces (CAPF) and enforce a complete restriction of government activities across all Naga regions.
