Naharlagun: Naharlagun Police have arrested the prime accused in an alleged investment fraud case involving Rs 34.33 crore, forged government documents, impersonation, and false claims of political and bureaucratic influence.

The accused, identified as 41-year-old Rishiraj Borkotoky of Guwahati, Assam, was arrested on June 20 following an investigation into a complaint lodged by businessman Rajesh Agarwal. During the operation, police seized five mobile phones and a luxury vehicle worth approximately Rs 1.5 crore.

According to police, Borkotoky allegedly persuaded the complainant to invest in a proposed Extra Neutral Alcohol (ENA) manufacturing project in Assam. Investigators said he projected himself as a financially influential businessman with close connections to senior government officials and prominent political leaders in order to gain the investor’s confidence.

The complaint alleges that the accused induced investments amounting to Rs 34.33 crore by making false promises regarding the project’s viability and his ability to secure official approvals and support.

Police further revealed that Borkotoky allegedly operated a fake WhatsApp account using the profile picture of the Chief Minister of Assam. He reportedly shared photographs portraying himself in close proximity to several high-profile political figures to strengthen his claims of influence.

Investigators are also examining the authenticity of an alleged voice call linked to the account, which may have been used to further deceive the complainant.

A case has been registered, and police have launched a detailed investigation into the matter. Authorities are probing the extent of the alleged fraud and are verifying documents and digital evidence recovered during the operation.

Police have not ruled out the possibility of additional arrests as the investigation progresses.
