Seeks Answers on Security, IDPs and SoO in Manipur

Imphal : The Coordinating Committee on Manipur Integrity (COCOMI) on Friday announced a statewide agitation, posing six key questions to the Manipur government and demanding time-bound responses on issues ranging from security to rehabilitation of displaced persons.

Addressing a press conference at its Lamphel office, COCOMI spokesperson Nahakpam Shanta said the move marks a “final round of calibrated agitation” following a series of protests launched in the aftermath of the Tronglaobi bomb blast incident.

He said the agitation, scheduled for April 25, will see participation from local clubs, civil society organisations, and community groups across the state. Demonstrators are expected to assemble at 1 pm and submit a memorandum to authorities and elected representatives outlining six core demands.

Among the key issues raised, COCOMI has sought clarity on whether the government intends to halt what it described as a “proxy war” allegedly targeting indigenous communities. It has also asked for concrete measures and a defined timeline to tackle narco-terrorism in the state.

The organisation further demanded updates on the April 7 incident in which five individuals, including two minors, were killed, seeking a timeline for identifying and arresting those responsible.

Another question pertains to an alleged incident involving the Central Reserve Police Force (CRPF), where three civilians were reportedly killed. COCOMI has called for a formal inquiry into the matter.

On rehabilitation, the committee flagged delays in resettling internally displaced persons (IDPs), noting that many remain in relief camps despite earlier assurances-reportedly conveyed by the Chief Secretary during Governor’s rule-that all displaced persons would be rehabilitated by March 31. It has demanded a revised deadline and a clear rehabilitation roadmap.

The final issue relates to the Suspension of Operations (SoO) agreements with certain armed groups operating in Manipur. COCOMI questioned whether the government is considering scrapping these arrangements, which have remained contentious since May 2023.

Shanta said the agitation would continue until the government provides “clear answers and visible action” on all six issues.

The announcement comes amid sustained tensions in Manipur, with civil society organisations stepping up pressure on the administration over security, accountability, and the rehabilitation of those affected by the ongoing unrest.
